Sheff Wed Confronts a 'Significant Problem', Declares New Football Authority

'We are going to be a part of football's future' - newly appointed regulator the new chairman

The Championship club's ongoing struggles constitute a "significant problem" and the football regulator is aiming to acquire authority to look into club affairs in similar circumstances, the recently named head the regulator has announced.

In a wide-ranging interview, Kogan, who was recently selected, showed understanding towards the club's followers.

The regulator engaged with four supporters' associations representing the Championship side recently.

The football club have been struggling on and off the field in this season, with the club delaying salary disbursements on multiple instances, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," the chairman stated.

"Wednesday stands as one of the historic institutions for English football and in recent days we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they require examination and addressed."

Economic Challenges and Leadership Concerns

Wednesday's embattled owner the current owner indicated in the summer he would be open to selling the club at the stadium, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in spring months led to sanctions by the English Football League (EFL) in mid-year, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although those limitations were removed in late summer.

Authority's Position

Kogan said: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a community organization that has represented their community in multiple situations.

"I fully appreciate the team's plight, as I do for all the clubs that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the followers."

Inquired if the oversight body could require an owner to sell a club if they are considered unfit, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an particular organization, an particular chairman, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," the chairman stated.

"But the truth is, when you review the record of the game, over the recent generations there have been certain proprietors, not many, but particular people who have shown negligence in the approach they have taken toward their organizations and finally refuse to accept accountability for the coming years."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to explain the responsibilities of the authority recently and stated it constituted a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the football community fails, the remarkable development accomplished could disappear incredibly quickly," Kogan said.

"And that's what nobody wants in the context of the English game is a huge success story - we must maintain momentum.

"There's an enormous amount of money entering the sport and has come into football for the recent generations, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Premier League Concerns

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but Kogan said: "I fully support the success and growth as an economic entity of the elite league.

"I of all people understand the worry about compromising the division as a high-quality offering of the nation. But concurrently, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a high level of reassurance."

Political Connections

The regulator remains subject to a "thorough examination" by the public appointments commissioner after he disclosed making donations to the Labour Party in recent years.

The chairman donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any form of political activity."
