American Brokers Ukrainian Discussions in Abu Dhabi as Trump Administration Seeks for Settlement

Diplomatic negotiations with American, Russian, and Kyiv representatives are underway in the United Arab Emirates this week, marking the latest step in efforts to broker a peace agreement to end the ongoing war in the region.

Key Participants and Opening Discussions

American military official the US representative allegedly met with a Russian group on the eve of the talks, with dialog extending into Tuesday.

“Discussions are progressing positively and we maintain hope. The Secretary remains in close coordination with the administration throughout these proceedings,” an official representative commented.

Ukraine’s military intelligence chief, Kyrylo Budanov, was also expected to join in the proceedings, though details were vague whether face-to-face engagement with Moscow’s delegates would take place or if distinct one-on-one meetings would be held.

Membership of the Moscow group was uncertain. “I have nothing to say. Media accounts are being tracked,” a Kremlin representative informed official outlets.

Context and Revised Proposal

The current talks come after prior negotiations in Switzerland where US and Ukrainian representatives reworked a draft American plan for ending the conflict.

Moscow has so far not endorsed the latest version of the proposal and is not expected to agree to many of the Ukrainian amendments.

Russia’s top diplomat, Sergei Lavrov, stated that any revised agreement must adhere to the “essence and wording” of what was covered during previous high-level meetings between the two nations.

International Responses and Concerns

EU leaders are reportedly finding it difficult to stay engaged in the negotiations as US representatives drive the efforts.

Finland’s leader, a European figure, who has stepped forward as a key mediator between Washington and EU leaders, commented that the coming days would be crucial in efforts to reach a peace settlement.

He reportedly spoke with the Ukrainian president and the alliance representatives, emphasizing that “The future of Ukraine is for Ukraine to decide, and while European security matters are for Europe to resolve.”

Meanwhile, the France’s leader, Emmanuel Macron, cautioned against a agreement that would represent a “concession” for Ukraine.

“Terms presented suggest what Russia could agree to. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? Absolutely not,” he affirmed.

Details of the Original American Plan

The US plan was originally made up of 28 points and was based on dialog between US and Russian officials, with contributions from Ukrainian defense authorities.

Major elements of the plan allegedly included:

  • Ukraine relinquishing areas presently occupied by Russia
  • Further regions that might be expected to be willingly given up
  • Restrictions on the scale of the Ukrainian army
  • Amnesty for all sides in the conflict regarding violations

Latest Developments and Ongoing Difficulties

The US representative reportedly went to Kyiv to update Zelenskyy on the proposal and press rapid acceptance.

The demand, combined with the leaking of the plan, reportedly shocked Kyiv and EU authorities.

The Ukrainian president stated that the country was facing one of the hardest periods in its existence and was being compelled to choose between “losing our dignity or losing a key ally.”

Later, the US official informed alliance ambassadors on the proposal in Kyiv, with one participant describing it as “a disastrous gathering” and noting that EU ambassadors were shocked by both the content and manner of the delivery.

Washington later softened its stance, indicating that the comprehensive plan was an “opening point for discussion” rather than a final demand.

Military Developments During Negotiations

While peace talks proceed, Moscow has continued its nightly attacks on Ukraine’s cities.

Moscow’s forces reportedly launched dozens of missiles and hundreds of unmanned aircraft at objectives in and around Kyiv, as stated by Ukrainian reports.

Zelenskyy stressed that Moscow must not believe it could prevail in the conflict while negotiations were underway.

“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Sanctions and pressure on Moscow must yield outcomes,” he stated.

The capital’s leader reported that seven people had been fatally injured in the recent assault on the city.
