This vast area, considered by nearly everyone apart from China as within the Philippines' maritime territory, has seen increasing infiltration by Chinese vessels. Among them are fishing boats, the majority consist of China's coast guard vessels that have engaged in harassing, collided with, and attempted to board Filipino boats in the context of the wider territorial conflict.

Certain scenes are incredibly gripping, yet mostly the conflict manifests as a war of words of naval posturing. Officers from the different ships exchange heated declarations, filled with legal jargon, practicing a unique long-distance negotiation.

Resupply at the Front Lines

The documentary's name highlights the ongoing mission by the Philippine army to transport essentials to isolated garrisons in the West Philippine Sea where personnel are stationed for extended, lonely tours. These specks of land are often mere dollops of sand in the shallows, about the size of a soccer field, accessible only by speeding rubber dinghies.

These trips prove undoubtedly scary for the young animals on board, which are loaded alongside canned goods and additional provisions. Footage captures the animals scrambling for better balance as the craft race across the open water.

Voices from the Shoal

The film also follows fishers living around the inhabited Scarborough Shoal, who lament over decreasing fish hauls attributed to the sheer number of foreign fishing vessels in their ancestral fishing areas.

A Compelling Subject, Imperfect Execution

From a technical standpoint, the documentary is somewhat hampered by a slightly disjointed pacing and a soundtrack that can feel a bit heavy-handed, amplifying the emotional beats. Yet, it remains a important look of a geopolitical issue that receives little discussion beyond Asia.
